The Citibank account with its euro account and cashpoint card has been mentioned before and I can now report it works in France Porugal and Spain without charges.

Eg today exchange rate on yahoo 1.595, I transferred pounds to euros over the net at a rate of 1.587 (seems pretty good)

Then to withdraw 200 euros from my account at a foriegn cashpoint costs 200 euros with no charges. :-)

I was in Tunisia, Italy and Greece this summer and used my Nationwide debit card and credit card. No problems anywhere. No charges either.
