Mooring in Loch Ridden above Kyles of Bute

Can anyone advise me is the contact for the group mooring licences off the boathouse on the south side of Loch Ridden behind One Tree Island (if I had charts at home I would give lat and long). It used to be Tom Mowat but he to my knowledge is no longer there. I am asking the Crown Office the same question. The less I pay the better.
