Tor Jo,

there are many manufacturers of spreader lights. Most lights are not waterproof, however, as they need to vent heat from the bulb.

Most spreader lights are mounted downwards, to illuminate part of the sail, and the deck area. For that reason, they are usually a spotlight of some kind, or an adapted automotive sealed beam. The spreader lights consume a considerable amount of power when on. Occasionally, rather than being mounted at the spreaders, the lights are mounted at the mast head, providing full illumination of the sail.

Why do you need to mount yours facing upwards? If it is to cause some illumination of the sail, for say advertising purposes, then possibly a product like the Davis MegaLight, or a similar LED type cluster would serve the purpose?
