Cutty Sark PH, Greenwich

There is a solitary mooring buoy off the Cutty Sark pub at Greenwich. I don't think I'd want to be on it more than a few hours either side of HW, but it looks quite convenient for a pleasant lunch stop for a yacht with a tender.

Does anyone know of it, and know who it belongs to?
