Great thread Kim.
This may have been mentioned previously but I would like to draw everyone's attention to the new procedure for reporting maritime incidents.

The RYA has long been campaigning for something to be done about poorly marked fishing pots and other gear. The official response has always been "Give us the evidence and we will act".
Well now you can report incidents in full confidence. The system is known as CHIRP - Confidential Hazardous Incident Reporting Programme.
If you have been involved in an incident go to www.chirp.co.uk. There you will find a form to enter all the details of your incident. It is all anonymous. You can print and snail mail, fax, telephone or e-mail the details.
The RYA's Cruising Manager is on the committee which reviews all responses so you can help yourselves, the RYA and all of us.
As well as reporting to this thread on Scuttlebut - CHIRP it as well and maybe we can get something done. Doesn't matter whether an RYA member or not.

Is this an RYA approved site?

I'd suggest no one responds until Kim has checked it out

Its a Government Approved site, for both aviation and marine users.
Fully supported by RYA & MCA i.e. Coastguard.
There really is some impetus towards obtaining hard evidence of hazards caused to small boats by pots and other fishing gear. Present statistics lump together fishing boats getting tangled in their own gear and innocent victims; so nobody can tell the risk to us.
If we don't act now the moment will pass - FOR EVER.

CHIRP does seem to be the answer, initially, but the question still remains; WHAT IS GOING TO BE DONE about this dangerous and expensive (to innocent vessels) practice? There still appears to be no direct come-back against the persons leaving poorly marked obstructions. It is all well and good reporting incidents but if CHIRP turns out to be yet another toothless tiger we are all wasting our time and effort.
Any fool can take the helm when the sea is calm!!!
