Rudder re-design

A friend has recenly chopped off 20% from the rear of his rudder in a triangle shape

Someone at the marina said it will make the boat more responsive

Is there any place that this theory can be tested or verified

I am curious as to how reducing the effective rudder area will increase performance.

I assume that some data was taken before the 'chopping' to compare with the new configuration.

On large vessels there are systems that dramatically increase rudder performance (Kort Nozzle, Becker articulated and Schilling for instance) but I have never seen any - other than the Kort type - used on small MoBos.
