Yeah! Why!?!?
12 knot wind over still water will create some sea state or other, but a 10 knot wind against a 2 knot tide seems to create a much greater effect.
To do with more energy in the system because 2 knots is down to the water which carries a lot more energy than 2 knots of air flow (half m v squared)?
Seems counter intuitive though - it's all relative surely.
