Touring Ireland (in a sailing boat) I topped up my diesel at the marina price of EU0.70 per litre, about 50p. Diesel prices on garage forecourts are around EU0.95 per litre.
Does Ireland also have a differential diesel duty rate?

Yes; expires same time as ours I think.

I don't think the Irish have laid down and accepted their EU fate ... chances are that most are not even aware of the issue.
With red over here and green over there - my tank would end up with a sort of yellow deisel ..... :-)
