Hmmm! Whilst not detracting from the guilt of the person. How can an off-duty special be qualified to give an estimate of a vessel's speed? What are his marine qualifications? is he also an auxiliary coastguard maybe?
I hope the conviction was made on other values such as damage.

20mph in a boat is the same as 20mph in car to the plod's eye. And 20mph on the river is pretty fast even to the untrained eye.

Stupidly fast on the river. Potentially lethal to swimmers and wading fishermen, very unpleasant for moored boats and an almost certain capsize for ROBOs.
