Over his shoulder rather than round his neck, surely. He's just leaning on the line - a lot less tiring than pulling for the several minutes needed for the lock to fill.

Man on the bow is mishief making. Seeing his caledonian crewmate posing twixt ladder and deck he realises that a gentle pull-in on the bow line will cause the stern to swing out...........
