Yes it most definitely is, but as VicS pointed out it's a Seamaster Sailer 23 - the Seamaster 23 is a motorboat.

Absolutley is a Seamaster 'Sailer' 23.
Nice little boats, as has been said, same designer as the Westerly and often mistaken for a Pageant. They seem to hold their value quite well, I recall my old man buying one about 15 years ago for £3k, keeping it for 5 years and putting new sails on, sold it for £5k, I think they are still worth about £5k in general.
Not the quickest boat - but solid and sturdy. Handles well under sail, and a good layout for a small family - the saloon makes into a huge double berth and the forepeak has enough room for a couple of kids. Pilot berth was usable too with a good size galley for a 23 footer.
