heating and propulsion red diesel

Do I get this right? you will fill up your tank and estimate the percentage of the fuel which will be used for heating and the remainder you pay full tax on as it will be used for propulsion. What if you run your engines to heat the water for a shower or electric etc without the boat moving?
my ebarspacher has a problem it uses 15 galls per hour but my engines run all week on a pint !!
