emergency tiller deak plate

Hi there, i'm hoping someone on here can help me, the alloy deak plate that covers the access to the emergency tiller has seized and is now off the boat even with it in the vice i just can not shift it, any advice or where can i buy a new one i have had a look on the net but just can not find one

I had exactly this problem a few years back! both parts alloy with a shallow thread and both easily damaged and expensive!
ACF-50 worked leaving it for a few days to penetrate, it was designed for treating corrossion in alloy wings of aircraft on aircraft carriers.
I've been using it ever since to protect and free up all sorts stuck bits of metal.
You can find it in many motorBike shops or look here.

If it is an alloy plate screwed into an alloy fitting, immerse them in a bucket of hot water with a bit of washing up liquid in it. Oils seem pretty useless in un-jamming aluminium corrosion, but hot (as in close to boiling) water with some soap to break the surface tension seems to do the trick. You might have to soak it for a day or two with some re-heats. If you have an old saucepan it will fit then put it on the hob and keep it hot for a couple of hours before trying to unscrew it again.

Thanks very much for the ideas i will be having another go at it and let you know, if i can not get it apart does anyone know where to get a new one?

Just a mote for others reading this, ACF-50 is not an oil or lubricant, and I agree oils lubricants won't work on well corroded parts.
Here's what it is.
ACF-50
Active Thin Fluid Film chemistry penetrates corrosion deposits where it chemically emulsifies and displaces the electrolyte. This isolation process keeps the corrosion cell deactivated.
