Nice Little Fiddle

So you fill up and say 10% for DOMESTIC Use .. So off you go and the RESELLER writes down 30% and pockets the difference in tax .. Could be a lot of cash over a year .. So who is going to check who .. Piss Ups and Breweries Spring
Redilly to mind .. .. Or did they miss that one as well ..

whats stopping them from pocketing it all,

a commercial boat fills up with £300 of fuel at a cheap rate, next boat £600 of full rate he writes down 2 boats at the cheap rate, puts £300 in his pocket, ooops slip of the pen. £300 richer no one will know, no one can prove it.
