Where are these steps, and the name of the Rock the breakwater is built on

The geological term is Bendrick Rock - Carboniferous limestone. This is overlaid by the Bendricks, which are Triassic marls and conglomerates.

That was an optimistic answer cos I thought it was a chart feature you were probably looking for.
The rocks overlying Bendrick Rock - The Bendricks - are famous for which certain feature, some of which was taken to Cardiff?

I am afraid not. Bendrick rock is to the East of Barry Harbour The breakwater in question is to the West the Old Harbour
