I'd say about £2k for the boat, same or a bit more for the outboard, Trailer could be as little as £250 for a Chinese jobby, but may be a better one. Console, steering kit and fitting £500- £800 depending on who does it.
So I reckon the new cost is about the same as he's asking for a 2 yr old boat, and i'd expect a discount of at least 30% off the new cost, probably more.

There's a 2007 here. Seems identical. Yam 15hp 4stroke, trailer (Bramber, so good make) http://www.bhg-marine.co.uk/preowned.htm
They are asking £5500. This BHG shop seems quite expensive though, so I think houghn's analysis is right. BHG are, for example, asking £6500 for a 2003 Avon 320 jet and I can assure you that they are worth nothing like that, having had a 2004 DL model (so better and more exp that the one BHG are selling) for sale at €4000 for a few weeks with no takers.

Compare this. Brand new 2008 model, 3.1m Zodiac, with console, 15hp 4 stroke electric start, and decent indespension trailer for £4,545, with a 5 year warranty.
web page
A fair price for the 2006 Avon is £3,500 max, but i'd still take the new Zodiac with long warranty in preference and pay a grand more.
