I have thought of using nylon 66 to make an instrument pod, but do not know how to permanently glue, or chemically weld, the parts together. Can anyone tell me what to use for a permanent and watertight weld?

No. Because you can't. You can drill it, tap it, bolt it but I don't think you can stick it or weld it.

In that case I will either get some teak, and make it from that, or possibly marine ply, well varnished.

You could do it in GRP, or if you can get it over there, there's some stuff we have here called Coplast- it's smooth-faced foamed-PVC. Apparently the signage industry use it for board-backings on outdoor signage. You can work it like plywood with wood-tools, bevel it with a router, and you stick it with PVC adhesive like plumbers use for a truly weatherproof white box.

Might be better off with something like this:
