I've been on holiday to Norway over the past couple of years and loved it so going again this year. I was considering taking a small speedboat with us this time. Does anyone know what the regulations are over there with regard to required qualifications for boating?

Don't know specifically about Norway but Usually you only need the qualifications required by the country of registry. Therefore if the boat is registered in the UK, you officially probably don't need any quals.
Having said that, I would take an ICC just in case, and if you are going inland get the CEVNI endorsement.
If the boat is currently not registered, get it on the SSR. It's only £25.
Then take insurance doc's, VHF licences (assuming you will carry a VHF) and, if you have it, proof of VAT status.
This is all IMO, there are a couple of forumites based in Norway and I'm sure they will be along shortly to advise.

No requirements this year .... next year will differ as it will become compulsory with some training. do not know the international level yet ... but suspect it to be theory only (clever isn't it??).
Bring your VHF licence, registration papers and insurance, just in case there is an inspection (police do patrols at sea) .... and it is compulsory to have enough lifejackets onboard for the people onboard. (not compulsory to wear, but of course is advised).

The other thing I would say is not to drink whilest boating, they have a lot of accidents with motorboats and the police can and do stop boats and take breath samples. (old story here )
