fuel prices

I bought 2000litres of gas oil in Bilbao for E404.40 which I think is a good deal !
This was obtained by producing a VAT exemption certificate which applies to all British boats of 15 tons or over

Where can I get this VAT exemption certificate! Please. It would make quite a difference to me.

Can I have a VAT exemption certificate too? Also, what the hell are they? I mean, is there actually a document that says "this confirms that the chancellor of the excheq offficially lets the undersigned off VAT"
