Sorry for any confusion Andy, but that was what I was told by the Experts at Port Solent.
There is a market for them in Holland apparently and that is why they make good money on eBay, they have no DSC distress requirement on canals.

no probs Roger, I actually bought mine from the same Port Solent guys - two 8300 modules & two handsets; after the Dutch guy who previously owned insisted on removing the existing one ( tho' leaving the wiring & cradles ) because it had his ID programmed in - http://www.hoka.com/tech_info/systems/atis.htm I think.
