just doing a bit of maintainance today noticed half inch pipe with plastic bung
in end , under engine at front whats it for.it does not say in manuel could it be a drain for oil . engines d4 260 i b shaft drive.

No, the oil drain is the one at the stbd rear near the air filter, I believe the one under the front is the coolant drain, I have similar setup but with brass bungs.

Presume you mean halfn inch outside diameter hose? yes its the coolant drain from the block, though to do a thorough job you need to drain the heat exchanger too, plstic bung behind sea water pump, usually trapped between sea water inlet hose.
Out of interest you should change the coolant every 24 months AND use genuine Volvo as its not just antifreeze mixed with tap water its antifreeze mixed with distilled filtered water with nasties in.
Do this it will make your alloy components last a lot longer.

thanks volvo paul got all volvo parts and coolant will be doing at weekend.
