Thanks for that,I read it until my mind ceased to function.
Am I correct in thinking that the RYA actually has vested interest in promoting all this bureaucracy? It certainly looks to me like the only ones that will be able to sail & enjoy themselves before long will be bureaucrats & lawyers

Actually, Britain is one of the few exceptions in that we don't need any qualifications to use boats under 24m LOA at sea. I guess we worked on the Darwinian principle in the past.
It's many other countries with incredibly easy sailing conditions which insist their citizens are licensed before they roam salt water.since the Channel is one of the most challenging cruising grounds in the world, the incompetent are quickly frightened into giving upJimB
