AFAICT for a normal sized yacht there's no need for an ICC anywhere except some inland waters.

Some places require some kind of proof of competence but even then these seem to be the exception.

I think we should let Toad loose in the Med, east of Italy. Without proof of competence they won't lock him up, but it will take time to obtain qualifications before he can sail. And a bit of cash.

Am I correct in thinking that the RYA actually has vested interest in promoting all this bureaucracy? It certainly looks to me like the only ones that will be able to sail & enjoy themselves before long will be bureaucrats & lawyers

Actually, Britain is one of the few exceptions in that we don't need any qualifications to use boats under 24m LOA at sea. I guess we worked on the Darwinian principle in the past.

It's many other countries with incredibly easy sailing conditions which insist their citizens are licensed before they roam salt water.
