What would those in the know suggest for mooring a 23ft boat on a swinging mooring. Rope or chain?

Both ! Rope as the principal load bearing one, suitably protected at chafeing points, and a length of (say 6mm or 8mm) chain as a failsafe back-up.

At Paynes boat yard we have unique wooden pick up buoys ( painted dark red so that they do not offend the birdwatchers when the boats are not there)

These buoys have a long, fairly heavy, rope on them which allows the chain to sink to the bottom when not in use.

The chains have a loop formed in the top so that it can be dropped over the mooring cleat or whatever.

At the bottom the riser chains are shacked onto a 12ft (??) length of very heavy (1" IIRC) chain cast into a reinforced concrete sinker.

The sinkers are a very squat flat topped square pyramid shape.

There is no other buoy apart from the polysyrene filled wooden boxes that form the pick up buoy.
