Tee Hee Hee, you wasted your dosh!
Only on VNF waterways is ICC with endorsement required to navigate them. Villain and Rance are NOT VNF controlled waterways.

I passed the ICC last year to enable me to charter. It also has the advantage that I can hire a speed boat when on holiday as I did last summer.

Easy examination with no training, 3 hours on examiners boat and 2 hour our theory test on the same day. c.£200 all in. Not sure that it has any value in testing competency in reality but worthwhile having.

An ICC or Day skipper is compulsory (law) in Croatia

I'm pretty sure that's incorrect. Croatia has formally published a list of qualifications it deems acceptable, and by law the skipper must have one of them. The list includes ICC and Day Skipper.

Is that not what I said or do you mean you need both? . I know a vhf cert is also required.

No, you wrote that an ICC or Dazed Kipper is compulsory (which might worry someone chartering there who 'only' had, say, Yachtmaster). Croatia accepts a whole host of qualifications, which includes those two, but also Yachtmaster and more.
