Both products are much improved and both can be coloured but painting is a no, no for PVC and Hypalon.

Properly cleaned and more importantly, correctly UV protection will see PVC last 20 years + and the emphasis is on correctly.

If the original tubes were Hypalon then I would stick with it as it is tougher and more impact resistant and the main issues are keeping the pressures correct as Hypalon leaks more than PVC and is more susceptible to being run underinflated than PVC, and obviously cleaning correctly and UV protection.
