As CRT flex their muscle with the powers that they've got - folks move out of central London - 'cos it's smelly with all the ordure that gets dumped into the canal by boats (free flush 'cos there's little flow), folks move onto the Thames because -
    (a) There's no real enforcement as it's costly and neither the EA or local authorities have the funds for court action (which latter may well be toothless anyway)
    (b) EA don't mind a bit of muck flowing past 'cos it'll soon be downstream for the tideway lot to deal with.

Kingston Council have so little respect for their Thames frontage that they may as well do a 'reverse Staines' and drop the '-Upon-Thames' part of the town's name.

The EA for their part seem to have a policy of 'zoning' (including proactive help to relocate slum boats) to keep the unwashed away from the their own 'backyard' in Henley by encouraging them all to huddle in the the Kingston - Moseley reach.
