    I imagined the bracket not really doing any work while the engine is not running. It looks to me like it would be fitted only after the turbocharger is fitted.

    With the air filter removed and two of the other bolts loosened (one of which I located by touch) the bracket moved enough to slide the spacer into place.
    If the new bolt had been 1mm longer it would not have cleared the exhaust pipe.

    All now fixed this afternoon.
    In the end not as troublesome as I had expected.
