Nets in the Channel?

This is the result of my mate picking up a net right in the middle of the TSZ en route from Ramsgate to Calais, stopped him dead.

Dived into Dover for a lift and hold (only charged him 56 quid), where a yottie was saying that he had heard that the French equivalent of MAFF, or whoever where subsidising the fishermen to replace lost nets.

Hence the less scrupilous ones were dumping old nets to get new.

Anyone heard anytrhing similar?
