i've just removed umpteen coats of varnish from my teak faced washboards with a cheap scraper from Wickes. It gets it off easily,the scraper has a square blade that can be rotated to give a new edge and has two different sides one coarse and one fine, it has a green plastic handle, spare blades are also available, if you don't want to sharpen it with a file.
