Welcome to the Adriatic! It's odd the boats were blown over; that smacks a little of incompetence. We always have the bows pointing NE, anchor and chain on the ground and sometimes extra reinforcement to hold the boat still. After all, these winds will blow through at least two or three times each winter for two or more days (although not usually exceeding 80 knots or so). In the Velebit channel, the fishermen apparently have their own special mask: a bucket with two eyeholes to enable them to breathe when the wind whips up the surface of the sea. I have my own boat moored upwind of a concrete jetty; there are three very robust warps linked to chain on the seabed to stop me being blown back against it, but even so, anything that creates windage comes off for the winter! In this bora of November 2004, we clocked 101 knots here in town. All mopeds were grounded and I was in my car (a heavy Subaru at the time) wandering who was shaking it. All the road signs were jiving too! But it only made a short mention on the local news.
