I would second the ICS unit as a good buy.
Not only is it a superb receiver with easy to use software, but its an excellent NMEA data repeater.
What I particularly like is that you can filter which type of Navtex messages you receive and from which stations. If its connected to a GPS, then station select can be automatic, so only messages relevant to the local area are displayed. This cuts down on the traffic by a huge amount
