The small thin shanked bolts were designed to break and the cone was lost under stress.

The new cones are designed to break off leaving the thick bolt and part of the cone left in place.
The new ones should not need to be drilled out.

(As always happy to be corrected by the Volvo professionals, that know their stuff, I am just DIY)
