You don't say what year it is so i may be looking at the wrong one BUT

You have checked the shear pin?
Rubber hub if it has one?

The shift rod is in two sections have you checked the joint accessible via a rubber plug in the leg?

It the shift rod being moved by the lever?

I think you are trying to separate the wrong bits. There are only 2 screw holding the gear-case onto the leg as far as I can see. You are not trying to separate the powerhead from the leg are you?

Check the operation of the shift rod first, including that joint.

If that really is functioning and you have to get at the clutch then you will have to get into the gear case directly. I am not sure if that can be done without removing it from the leg . But that is the two screws mentioned plus the joint in the shift rod to undo.

You will be able to locate exploded diagrams on various websites including Crowley Marine
