Sealine statesman engine hatch

Difficult to write down but. Sealine 310 statesman, AD41 diesel engines. Had a fuel smell on the boat for ages thought it was the tanks leaking. After reading some of the posts sat in engine bay while engines running found one of the injectors leaking. Now for the question.
There is a big block between the engines where the engine mountings are fixed. At the end of this there is an inspection hatch with a bilge pump in it. I have got a aqua vac and sucked out all of the water/bilge from the hatch but more trickles in from what looks like that block between the engines. Is it possible that old leaks and bilge could be in this block? Can I drill an inspection hole in the top or is this block solid? Any help appreciated.
